Event Description: 

Program logic models and theories of change are commonly used in designing and conducting evaluations. Some people use the terms interchangeably while others see them as fundamentally different. Ask 10 different people for definitions and you might get 10 different answers!

Does it matter? Our presenter for this session, Andrew Hawkins, thinks it does.

In this interactive session we will explore and debate program logic models and theories of change. Do they differ and, if so, how? Is one a subset of the other?

The session will be be moderated by Greg Masters and led by Andrew Hawkins and will include a fun, interactive discussion.

About the Presenter:

Andrew is Chief Evaluator at ARTD where he has worked for 17 years – for the last 7 years he has been writing and thinking about what makes ‘program logic’, logical, and where is the theory in ‘theory of change’? Andrew has developed the view that most messy programs in the complex social world are best thought of as propositions for action, propositions that aim to be sound; that is, valid and well-grounded. He is wary of program descriptions that appear to overextend the role of theory and underdevelop the role of logic. Andrew has published a paper on the foundations of program logic and worked with Julian King on the concept of value propositions. He has a paper in press with Scott Bayley on treating programs as propositions and using evaluation to manage the risk they fail.
