Victoria Legal Aid are seeking expressions of interest from suitably qualified consultant(s) to develop and oversee the monitoring and evaluation framework for the Independent Family Advocacy and Support service (IFAS) pilot project.
IFAS is a three-year pilot service that provides representational advocacy services to families involved in the child protection system who have not been to court. The non-legal service assists people to understand and enact their rights, access support and advocacy services, develop their self-advocacy skills and help them work with child protection services, including providing direct, representational advocacy.
We are looking to work with the consultant(s) to embed M&E as an integral, ongoing part of planning and management of this pilot. The consultant(s) will undertake a mid-term review and a final evaluation to critically and credibly assess the efficiency, effectiveness and appropriateness of the intervention. In June 2018, previous evaluation consultants co-developed a program logic, M&E framework and related data collection tools with the IFAS team and stakeholders. The consultant(s) will be expected to utilise and draw on these documents for the mid-term and final evaluations.
Candidates must be available to start by August 2019.
The budget allocated for this piece of work is up to $60,000 excluding GST.
