Office for Ageing Well invites you to submit a quote (Your Quote) to design a two year evaluation framework and implement an evaluation of the first year of operations of the Adult Safeguarding Unit in South Australia. The project will be conducted over 1 year (with the possibility of the successful supplier also undertaking the 2nd year evaluation) and will identify recommended actions to safeguard the rights of vulnerable adults, through improving the operations of the Adult Safeguarding Unit.
The expected contract start date is 1 June 2019 and will conclude with the delivery of a final report including recommendations to the Office for Ageing Well by 30 September 2020.
The funding allocated for this project is up to the value of $70,000 exclusive of GST.
The project will be outcomes-focused and will include the following key elements:
- Developing a comprehensive, multi-disciplinary, multi-faceted evaluation framework and methodology, to inform two annual evaluations that engage a broad range of stakeholders including service users of the Adult Safeguarding Unit, family members, carers and other individuals.
- Conducting a quality improvement evaluation of the first year of operation of the Adult Safeguarding Unit.
- Provision of a report to the Office for Ageing Well containing findings, actions and recommendations for quality improvement

Are there any specific requirements regarding the evaluation methodology?
The methodology is not specified however Office for Ageing Well values innovation; methodologies that are flexible and multi-modal will be highly regarded.
As outlined in the Adult Safeguarding Unit Evaluation Project Brief (specifications) a role of the supplier (see 4.) is to develop a comprehensive, multi-disciplinary, multi-faceted evaluation framework and methodology to inform two annual evaluations that engage a broad range of stakeholders including service users of the Unit, service providers that interface with the Unit, family members, carers and other individuals.
What size is the Adult Safeguarding Unit?
There will be five staff members with social work and investigative skills, based in Adelaide providing a state-wide service.
How will the Adult Safeguarding Unit collect data?
Data will be collected electronically using the ‘Salesforce’ data base with capability to manage data relevant to the Adult Safeguarding Unit operations, safeguarding supports, follow up and investigations and generate relevant reports.
